Section 1(2) in Tamil Nadu Panchayats (Employees Conduct) Rules, 2001
(2)They shall apply to all person appointed to panchayat services and posts in connection with the affairs of all panchayat institutions whether on duty or on leave.Unless otherwise provided, these rules shall not apply to the Commissioner of the panchayat Union and the Secretary of the District Panchayat and the Government servants working in panchayats;The power of the panchayat under these rules shall be exercisable even when the employee is outside India whether on duty, leave or foreign service.
