If any difficulty arises as to the first constitution or reconstitution of any Authority of the University after coming into force of this Act or otherwise in first giving effect to the provisions thereof and in giving effect to the provisions of the University of Rajasthan (Amendment) Ordinance, 1987 the Government as occasion may require, may in consultation with the Vice-Chancellor, by order, do anything which appears to it necessary for the purpose of removing the difficulty.
