Section 19(2) in The Merchant Shipping (Examination of Engine Drivers of Sea-Going Ships) Rules, 1973
(2)Every candidate shall also produce testimonials in respect of his sea service signed, in each case, by the Chief Engineer under whom his service has been performed stating his actual rank on watch.The whole of the candidate's sea service should be covered by testimonials certifying to his sobriety, experience, ability and general conduct.
