Penalty for contravening rules, etc., made under Section 38. - Whoever disobeys any direction lawfully made under section 38 or abets the disobedience thereof shall, on conviction, be punished with imprisonment for a term which may extend to three months or with fine which may extend to [five thousand rupees] or with both.
