(2)If any licensee contravenes any of the provisions of this Act or the rules made thereunder or any condition of the licence, then without prejudice to his liability for punishment under section 20, the licensing authority may, after giving him an opportunity of explanation, cancel his licence :Provided that the licensing authority may, while issuing notice for cancellation of licence under this sub-section, suspend the licence.
