Section 27(1) in The Orissa Printing and Stationery Service (State Service Class I and II) Rules, 1981
(1)An officer shall be eligible to draw the first increment during the period of probation :Provided that no officer shall be allowed to draw the second increment until he passes the prescribed Departmental Examination 88 under Rule 24.
