(4)The Principal shall determine generally the conditions under which books may be issued to persons not connected with the college, but the following conditions shall invariably be observed:-(a)In all cases where a person not connected with the college is allowed to borrow a book, a deposit of at least Rs. 5 shall be required.(b)No back numbers of sets of periodicals shall be lent out in any circumstances.(G.O. no. 487-E., dated the 10th May 1918.)
