Section 4(c) in The West Bengal Correctional Services Act, 1992
(c)to adopt measures whereby a prisoner confined therein may not fall prey to the depriving mental attitude which may make him believe that he is lost to the society and it is his fate to pass the rest of his life as a socialoutcast;
