(1)The "Chairperson" or "Vice-Chairperson" of a Zilla Praja Parishad or the "Chairperson" of a Standing Committee thereof may, for purposes of consultation, invite a person other than an office bearer of any political party having experience and specialized knowledge of the subject under its consideration to attend its meeting. Such persons shall have the right to speak in and otherwise to take part in the proceeding of such meeting, but shall not, by virtue of this section, be entitled to vote at any such meeting.(2)A person attending a meeting under sub-section (1) shall be entitled to such allowances as may be prescribed.
