Section 101(10) in The Bihar Motor Vehicles Rules, 1992

(10)
(i)The Regional Transport Authority may, for reasons to be recorded in writing, suspend or cancel an agent's licence.
(ii)On an agent's licence being suspended, cancelled or not renewed, it shall be surrendered forthwith to the Regional Transport Authority which issued the licence.
