Section 8(c) in The Orissa Express Highway Act, 1964
(c)causing any damage to or obstruction on any express highway, shall on conviction be punished with fine which may extend to five hundred rupees, and in cases failing under Clause (c) shall in addition be liable to pay the cost of repair of such damage or the cost of removal of such obstructions, as the case may be.
