Section 12(1) in The Orissa Subordinate Correctional Service Rules, 1992
(1)The consolidated gradation list of the eligible Ministerial Officers alongwith other documents shall be placed before the Committee which shall consider the cases and prepare list of officers who are found fit for promotion to different posts in the service.
