Section 214(2) in The West Bengal Motor Vehicles Rules, 1989
(2)The State Transport Authority, may for the prompt and convenient dispatch of its business, by a general or special resolution, delegate to its Chairman its powers to give effect to any directions issued under section 67 of the Act by the State Government.
