Section 17(1) in The Merchant Shipping (Registration of Indian Ships) Rules, 1960
(1)Where any such application as is referred to in sub rule 16 is made to the registrar at a port other than the ship's port of registry, the registrar shall provisionally endorse the particulars of the alteration on the ship's existing certificate of registry or grant a provisional certificate of registry.
