Section 5(1) in The National Highways Tribunal (Procedure) Rules, 2003
(1)A memorandum of appeal shall be presented in the Form annexed to these rules by the appellant either in person, or by a legal practitioner authorised by him for such purpose to the Registrar or shall be sent by registered post addressed to such Registrar.
