Section 12(2)(c) in The Maharashtra Cotton Ginning and Pressing Factories Rules, 1964

(c)in the case of certificate regarding normal quantity of moisture on an analysis of cotton carried out at any Agriculture Research station of the Department of Agriculture in the State of Maharashtra or at the laboratory of the Indian Central Cotton Committee Matunga, Bombay at the request of the Director of Agriculture.
