Section 3(1) in The General Grading and Marking Rules, 1988
(1)Any person or body of persons desirous of being authorised to grade and mark an article under the provisions of the Act shall apply to the Agricultural Marketing Adviser or any other officer of the Central or State Government authorised by the Agricultural Marketing Adviser.
