Section 39(4)(a) in The Karnataka Rajya Dr. Gangubai Hangal Sangeetha Mattu Pradarshaka Kalegala Vishwavidyalaya Act, 2009

(a)Any member of the Syndicate may propose to the Syndicate the draft Statutes or amendment to, or repeal of a Statutes and the Syndicate, may either accept or reject the draft if it relates to matter not falling within the purview of the Academic Council.
