(3)The expression "first preference" means the figure "1" standing alone opposite the name of a candidate, "second preference" means the figure "2" standing alone opposite the name of the candidate in succession to the figure "1", "third preference" means the figure "3" standing along opposite the name of a candidate in succession to the figures "1" and "2" and so on, on the voting paper;
