Section 10A(1) in The U.P. (Regulation Of Building Operations) Directions, 1960
(1)If in the opinion of the State Government any-regulated area requires to be developed according to a Master Plan, it may cause such a plan to be prepared either through the Controlling Authority or through such other agency as the State Government may think fit.
