Section 9(1) in Orissa Rural Employment Guarantee Scheme, 2006 under NREGA-2005
(1)Applications for work shall ordinarily be submitted to the Gram Panchayat and workers may have the option of submitting an application directly to the Programme Officer which should be treated as a 'fall back' option and in that case Programme Officer shall forward the same to Gram Panchayat for due action within three days.
