Section 2(g) in The Information Technology (Procedure And Safeguards For Blocking For Access Of Information By Public) Rules,2009
(g)"organisation" means-(i)Ministries or Departments of the Government of India;(ii)State Governments and Union territories;(iii)any agency of the Central Government, as may be notified in the Official Gazette, by the Central Government;
