Section 18 in Kerala State Higher Education Council Act, 2007
18. Special Invitees.
(1)The Vice-Chairman of the Council may Tor the purpose of carrying out the objectives of this Act, invite in writing any person who is not a member of the Council to take part in the deliberations of particular meetings of the Advisory Council, Governing Council, Executive Council and any other Body constituted by the Council for specific purposes as special invitees and such invitees shall have no right to vote in the meetings.(2)The special invitees shall be paid from and out of the funds of the Council such sums as may be approved by the Vice-Chairman.
