Section 227(2) in The Navy (Pension) Regulations, 1964
(2)In the case of an applicant who applies for commutation of an amount of pension which, together with the amount or amounts previously commuted, is rupees twenty-five or less, the competent medical authority shall be the medical officer not below the status of a civil surgeon or district medical officer of the area in which the applicant is ordinarily resident.
