Section 18(1) in The Merchant Shipping (Registration of Indian Ships) Rules, 1960
(1)If all persons interested in a ship as owners or mortgages desire that the registry of a ship shall be transferred from one port another port, they shall apply to the registrar of her port of registry who shall refer the application to the Director General for approval.
