) To emit its founded opinion on the preparation of ordinary and supplementary budgets, extraordinary expenditure, annual statement of account, grant of long-term leases (aforamentos) legalization of possessions, withdrawal of loans, alienation of estate, bringing up of actions, acceptance of onerous grants, bonds of recognition of emphyteusis and on any matters in which it may be directed to reply;
