Section 14(1) in The U.P. Electricity Reforms Act, 1999
(1)No person shall engage in the business of transmission or supply of electricity unless he, -(a)holds a licence; or(b)is exempted under Section 16 from the requirement of a licence; or(c)is so authorised under the Indian Electricity Act, 1910 or the Electricity (Supply) Act, 1948.
