Previous to any meeting of the Council, the Registrar shall, with the approval of the Executive Committee, prepare a provisional programme of business for the session and shall furnish a copy thereof to each member of the Council not less than ten days before the day of the first meeting and at the same time forward to all members of the Council copies of the documents and evidence in any case for disciplinary action which is to be brought before the Council during that session.
