(3)Where a license in Form V has been granted in the name of any sport shooting association or club or a military mess, it shall be lawful for any member of such mess, club or association to use the arms or ammunition covered by such license at the approved shooting range mentioned in the license for the purpose of training and target practice, subject to the conditions of the license.
