                                      ORDER

1. In this original application, the Tribunal is considering the grievance of the Applicant - Resident Welfare Association A1 Block Janakpuri that they are receiving contaminated drinking water on account of mixing of sewage due to the blocked sewage lines.

In pursuance to the earlier directions, the Delhi Jal Board (DJB) has filed the report dated 05.12.2025 disclosing that the work of replacement of the pipeline of drinking water in the entire stretch of 730 meters has been completed on 15.11.2025 and samples were taken and the sample analysis reports are satisfactory. The disclosure so made by the DJB in its report dated 05.12.2025 is as under:

"2. The Hon'ble Tribunal directed the Delhi Jal Board to replace the old water pipeline network in the affected area. In compliance with the said direction, the work for replacement of the old and damaged pipelines commenced on 04.08.2025, covering a total stretch of approximately 730 meters as identified in the Original Application.

The entire pipeline replacement work was completed on 15.11.2025, and thereafter, regular water supply to the residents has been restored through the newly laid pipelines. The restored supply is functioning smoothly without interruption.
3. The Hon'ble Tribunal also directed the replacement of sewer lines in the area. The Delhi Jal Board submits that the work relating to replacement of sewer lines is presently under progress and is being carried out strictly within the timeframe prescribed under the work order.

The Hon'ble Tribunal directed that joint sampling of drinking water be conducted by the Delhi Jal Board, the Central Pollution Control Board, and the Applicant's reliable laboratory represented through the Residents Welfare Association. In compliance, joint sampling was conducted on 20.11.2025 by the Quality Control Laboratory, WTP Haiderpur (Delhi Jal Board), by officials of the Central Pollution Control Board, and by RWA representatives Sh. Rajesh Mahajan (General Secretary) and Sh. Anil Agarwal (Joint Secretary). Ten samples were collected from the households identified by the Applicant. The sampling memos prepared during the joint sampling process are enclosed as Annexure R-1.

As per the water quality test reports issued by the Quality Control Laboratory of the Delhi Jal Board, all ten water samples collected from the identified locations on 20.11.2025 were found satisfactory and within permissible limits. The households from which samples were collected and their corresponding results are as under:

The detailed laboratory analysis reports are enclosed as Annexure R-2.
5. The Hon'ble Tribunal further directed that only uncontaminated potable water be supplied through Delhi Jal Board water tankers. In compliance with this direction, water samples were collected from both the DJB filling points from where tankers draw water and the locations where tankers supplied water. These samples were analysed and found to be within permissible drinking water standards. The relevant reports are enclosed as Annexure R-3.

The Delhi Jal Board respectfully submits that all directions issued by this Hon'ble Tribunal have been duly complied with, including completion of the water pipeline replacement, execution of sewer line replacement work within the mandated timeframe, conduct of joint sampling with the CPCB and RWA, analysis of drinking water 2 samples, and verification of tanker-supplied water. The Delhi Jal Board remains committed to ensuring continuous supply of safe, clean, and potable water to the residents of the affected locality."

3. The Central Pollution Control Board (CPCB) has also filed the report dated 05.12.2025 disclosing the sample analysis report which has been collected and examined in terms of the direction of the Tribunal. The disclosure so made by the CPCB in its report dated 05.12.2025 is as under:

"2.1 Sample Collection In compliance of the order dated 30.10.2025, CPCB collected samples of water supply by DJB from 10 flats indicated by the applicant on 20.11.2025. These include 02 houses (A-1/283 Ground floor: front side and A-1/292 First Floor: back side) that were not part of the affected area marked by the applicant in page no.52 of the original application.
2.2 Analytical Results The collected samples have been analysed for Bacteriological parameters [Total Coliform (TC), Fecal Coliform (FC) and E. Coli] and free residual chlorine.
The analytical results of the bacteriological parameters for the samples of tap water supplied by DJB from the 10 houses in A-1 Block Janakpuri which were collected by CPCB on 20.11.2025 are presented in Table 1.
Out of 10 samples:
• in 09 samples Total Coliform and E. Coli have not been detected, • in 01 sample (A-1/292 First Floor: back side which was not part of the affected area marked by the applicant in page no.52 of the original application) both Total Coliform and E. Coli have been detected above detection limits.
The Drinking Water standards of Bureau of Indian Standards-IS 10500:2012 prescribes that Total Coliform and E. Coli shall not be detected in 100 ml of drinking water samples.

BDL stands for Below Detection Limit

Detection Limit: TC/FC/E. Coli <1.8 MPN/100 ML Detection Limit: Free Residual Chlorine: 0.014 mg/l for the Iodometric Method I (4500-C1 B) as per APHA (24th Edition) using 02-digit digital burette which was followed in field. "

4. Learned Counsel for the Applicant seeks time to examine and file objection to these reports. He submits that the work in respect of sewage line is in progress and has not been completed till now and the entire sector has been dug up which is causing inconvenience.

5. Learned Counsel appearing for the DJB submits that this work will be completed by 30.04.2026. Hence, the DJB is directed to file the progress report in respect of the sewerage work atleast one week before the next date of hearing.
