Section 62(2) in The Electricity (Supply) Act, 1948
(2)Where any such sum is expended under circumstances of extreme urgency, [it shall be expended in accordance with the regulations made by the Board with the previous approval of the State Government and] [ Inserted by Act 23 of 1978, Section 11 (w.e.f. 3.6.1978).] a report thereon indicating the source from which it is proposed to meet the expenditure shall be made as soon as practicable to the State Government.
