(3)The necessary financial control by Superintending Engineers over the expenditure proposed to be incurred on annual repairs is to exercise at the time of preparing Part II of the budget.Note. - The responsibility for the efficient maintenance of work should be impressed upon Executive Engineers from the beginning and they should be allowed as free hand as possible subject to financial regularity.Note. - All expenditure on petty construction and repairs is charged to the Public Works Department Budget.
