1. This case presents a peculiar problem.
2. The petitioner is a Ph.D. student in the Department of Statistics, University of Delhi. By order dated 24 January 2021 issued by the Chairperson, Board of Research Studies (Mathematical Sciences) (hereinafter referred to as the 'BRS'), University of Delhi, his name was removed from the Ph.D. Rolls. Subsequently, however, by order dated 8 August 2022, also issued by the Chairperson of the BRS, the petitioner was re-admitted to the Ph.D. Programme in the Department of Statistics "subject to finding an appropriate Supervisor different from the earlier one within two months". The petitioner's surviving grievance is with respect to this caveat as, according to the petitioner, the job of allocation of a supervisor as per Clause H in Ordinance VI This is a digitally signed order.

3. It appears that the DU made considerable efforts with a number of supervisors who would supervise the Ph.D. programme of the petitioner but, however, none of the supervisors was willing, apparently because of the reputation that the petitioner enjoys.
4. This is the second such case that has come up before this Court.
5. On 13 December 2023, when this matter was listed last, the petitioner was given permission, at his request, to find out a supervisor to supervise his Ph.D. Programme from the list of approved supervisors of the University and, in the event that no supervisor was willing to supervise him, from outside the approved supervisors of the University.
6. Mr. Arjun Garg, learned counsel for the petitioner, submits that his client has not been able to find out any person who is willing to supervise him.
7. The Court may have to consider how to deal with such a situation. If a student has been permitted to continue his Ph.D. Programme, it is obvious that he cannot do so without a supervisor. In that event, the submission of Mr. Garg that Clause H in Ordinance VI of the Ordinances of the DU places the responsibility on the DU to appoint an appropriate supervisor and the impact of the said Clause will have to be considered.

8. Mr. Santosh Kumar, learned counsel who appears on behalf of the DU, prays that, before this Court proceeds further in the matter, he may be given one more opportunity to try and locate a supervisor, who is willing to supervise the petitioner
9. Accordingly, two weeks as a further and final opportunity is granted to the DU for the said purpose.
10. Renotify for hearing and disposal on 27 February 2024.
