Section 637(1) in The Orissa Municipal Corporation Act, 2003
(1)A person shall be liable for any expenditure made from Corporation fund contrary to law where such illegal payment has been authorized by him while acting as Mayor, Deputy Mayor, Corporator or Commissioner.Provided that the Government may for reasons to be recorded in writing condone any such illegal payment.
