Section 3(2) in The Rajasthan Molasses Rules, 1985
(2)On receipt of an application under sub-rule (1), the District Excise Officer may make such inquiries as he deems necessary and if he is satisfied that there is no objection to grant the licence applied for, he may, with the previous approval of the Excise Commissioner, grant the applicant a licence in Form M-I on payment of fee of rupees fifty in advance per annum.
