Section 13(2) in Faridabad Complex Administration Building Rules, 1989
(2)No person shall occupy or allow any other person to occupy any new building or a part thereof for any purpose whatsoever until such building or a part thereof has been certified by the Chief Administrator having been completed in accordance with the permission granted and an occupation in certificate has been issued in his favour in Form BR XI.
