19. Budget.
(1)The Authority shall prepare, in such form and at such time as may be prescribed by rules, its budget for each financial year showing estimated receipts and expenditure of the Authority, and forward the same for approval to the State Government.(2)No sum shall be expended by or on behalf of the Authority unless the expenditure of the same is covered by the budget provisions approved by the State Government.
