Section 4(1) in The Port Of New Mangalore (Rates For The Use Of Wharf) Rules, 1977
(1)All applications for export or import of goods shall be made on the Forms specified in the Appendix to these rules and these Forms shall in all cases be correctly filled in and signed by shippers or consignees of the goods or by the agent.
