Section 14(5) in Andhra Pradesh Agricultural University Act, 1963
(5)The Comptroller shall be responsible for ensuring that no expenditure not duly authorised is incurred by the University otherwise than by way of investment and shall disallow any expenditure which may contravene the terms of any statute or for which provision is required to he made by the statutes but has not been made.
