(e)[ Not less than fifteen days before the date appointed for the poll, the Returning Officer shall send by registered post or by special messenger duly authorised by the President or Special Officer of the Board, as the case may be, a ballot paper in Form IV to each elector.] [Substituted by Notification No. 2940 dated 29.5.1990.]
