Section 13(ii) in The U.P. Electricity Supply (Consumers) Regulations, 1984
(ii)Before submitting the B & L form the consumer shall ensure that the wiring is complete in all respects and that all fittings including lamps, fans, motors and other electrical appliances are properly connected. If any temporary wiring, dead ends, temporary fittings and appliances are found, the installation shall be deemed as unfit for connection.
