Section 168(5) in The Coal Mines Regulations, 2011
(5)No person shall alter the general system of ventilation in any mine or part except with the authority of the manager:Provided that, in an emergency, an official of the mine may carry out such alteration as he may deem necessary for the safety of persons, but he shall as soon as possible inform his superior official and the manager about the same in writing.
