After arguing at some length, Mr. Singh, counsel representing the applicant, seeks permission to withdraw this Original Application with liberty to file fresh one for the same cause of action wherein the rules as regards promotion shall be specified and specific averments shall be made that in view of the rules, in addition to quota whether there is rota also provided.
