Section 7(1)(ii) in The Rajasthan Municipalities (Class IV Services) (New Pay Scales) Rules, 1973

(ii)A member whose pay in the existing pay scale is more than he minimum shall have his pay fixed in the new pay scale at a stage next above his pay in the existing pay scale.
