(16)to exercise proper and effective control on the academic performance and conduct of head-masters and teachers of registered private secondary schools [and registered private higher secondary schools] [These words inserted by Gujarat 14 of 2002, dated 6th April, 2002.] and to issue instructions in that behalf to the managements of such schools;
