Section 7(1) in The Western Orissa Development Council Act, 2000
(1)The Council shall determine, with approval of the Government, the number of Class I and Class II Officers that are required for the effective performance of its functions under this Act and request the Government to place the services of those officers under the Council, whereupon the Government shall, in consultation with the Chairman of the Council, depute such officers to function under the Council.
