Learned State counsel seeks to place on record two affidavits, one of Manoj Yadava, Director General of Police, Haryana and other of Dhanpat Singh, Additional Chief Secretary to Government of Haryana, Transport Department. Prayer is accepted. Affidavits are taken on record. He submits that he has received instructions from Dr. Rajshree Singh, I.G.P. Traffic and Highways (H), Karnal, who has charge of traffic all over the State. According to him, the police department is ready to conduct a joint special campaign with the Transport Department to curb illegal plying of three-wheelers. Para 8 of the affidavit filed by Additional Chief Secretary to Transport Department reads as under:-

"8. That to stop illegal plying of three-wheelers (auto-rickshaws) and to comply with the orders of this Hon'ble Court, the respondent department has issued directions to all the ADCs-cum-Secretaries, Regional Transport Authorities in the State vide letter No.9069-9091/AT-9/ST-II, dated 20.03.2019 to ensure that if any three-wheeler/auto-rickshaw operator violates the terms and conditions of permit or ply their vehicles in violation of the provisions of the Motor Vehicles Act, 1988 and rules framed thereunder, the same should be challaned under Section 192-A of the Motor Vehicles Act, 1988."
