Section 28(4)(ii) in U.P. Zila Panchayats (Conduct of Proceedings) Rules, 1962

(ii)it shall not raise discussion on a matter which has been discussed at a meeting of the [Zila Panchayat] [Substituted by U.P. Act No. 9 of 1994.] within the preceding three months;
