Section 30(1) in Andhra Pradesh Panchayat Raj (Conduct of Elections) Rules, 2006
(1)When a postal ballot paper and other papers sent under rule 27 are for any reason returned undelivered, the Returning Officer may re-issue them by post under certificate of posting or deliver them or cause them to be delivered to the elector personally on a request being made by him.
