Section 15(4) in Tamil Nadu Town Panchayat Establishment (Punishment and Appeal) Rules, 1988
(4)Notwithstanding anything contained in these rules, the Government may either on application or suo motu call for and examine any of the records relating to the establishment of the town panchayat and pass such orders as the Government may think fit.
